The cost of this will vary depending on what country you live in, but most likely, it will be your standard text and call charges that your carrier charges you. I have encountered this problem before, and all I needed to do was try again the next day. Finally was able to work, which had me wondering that it might have been a problem either on my carrier’s end or Google itself. So, it is best to not push the process on the same day, but instead, try again on another day.
